The Shaanxi Soft Science Research Base is an important part of Shaanxi Science and Technology Think Tank System, aiming to gather and cultivate high-level soft science research talents, build a soft science research base with outstanding characteristics and obvious advantages, actively carry out application-oriented research on strategic and prospective major public management issues, and provide intellectual support for scientific decision-making by the government and relevant departments. The Soft Science Research Base for High-Quality Economic Development in Shaanxi Province relying on the School of Economics and Finance of Xi'an Jiaotong University is a provincial-level key think tank approved by the Science and Technology Department of Shaanxi Province in December 2018, and selected as a source think tank of the China Think Tank Index (CTTI) in 2020. There are 7 professors, 15 associate professors, 12 lecturers and 13 PhD students in the base, with a 100% doctoral and 80% internationalization rate. The main research interests are high-quality development, ecological civilization construction and goals of carbon peaking and carbon neutrality. In recent years, the base has achieved fruitful results, presiding nearly ten major research projects of the Ministry of Education and major key projects of the National Social Science Foundation, over 30 national projects and over 100 provincial and ministerial projects, publishing more than 100 papers in various authoritative journals and more than 30 monographs, receiving more than 20 provincial and ministerial awards and a total of tens of millions yuan in research funds. A series of representative research results, such as the Comprehensive Assessment Report on China's Environmental Quality, have been reported by CCTV.com, China Science News and other authoritative national media, and have received positive instructions from a number of provincial and ministerial leaders, generating significant social value and academic influence.

Professor Yuan Xiaoling, the director of the base, is the academic leader of regional economy of Xi'an Jiaotong University, the director of the soft science research base for High-Quality Economic Development in Shaanxi Province (CTTI source), the chief expert of Xi'an Science and Technology Innovation Think Tank, and the director of China Environmental Quality Assessment Centre. She is also the chairman of the Economic Mathematics and Management Mathematics Branch of the Chinese Society of Optimization, Overall Planning and Economic Mathematics, the first vice chairman of the Shaanxi Provincial Economics Association, an expert of the Decision-making Advisory Committee of Shaanxi Government and Xi'an Government, and an independent director of a number of listed companies such as Western Venture. In 2010, she was selected by the Ministry of Education as one of the "New Century Excellent Talents" support programs, and in 2019 she was selected as a recipient of the special government allowance of the State Council, and in 2022 she was selected as a leader in the field of philosophy and social science and culture and art in Shaanxi Province's "Special Support Program". She has also been awarded the titles of Outstanding Scientific Researcher in Social Sciences, the "Wang Kuancheng" Talent Development Award, Master Teacher and Outstanding Tutor in Postgraduate Education.

In the future, under the leadership of Professor Yuan Xiaoling, the base will rely on the Department of Science and Technology of Shaanxi Province and Xi'an Jiaotong University to carry out research on key, difficult and focal issues in the high-quality development of Shaanxi province, and strive to build a high-end think tank brand of Xi'an Jiaotong University and provide intellectual support for the high-quality development of Shaanxi Province.
