Runsheng Yin is a Professor of Ecosystem Economics and Policy at Michigan State University, USA. Over the past three decades he has conducted research projects evaluating ecosystem restoration programs, analysing forest tenure reforms, accounting for and assessment of forest carbon, and exploring rural sustainable development. He has published over ninety peer reviewed papers and served as an editor-in-chief for the international journal of Forest Policy and Economics.

Much of the recent advances in empirical economics has been driven by applications of impact evaluation (IE) for measuring the expected outcomes of public policies. The objective of this seminar is to overview the essential IE theories, methods, and practices, and to discuss how analysts can take advantage of the IE methodology to enhance their assessments of policy programs and projects. Thus, following an introduction to the core IE concepts and methods and the basic steps of sampling and data generation involved in an IE, the seminar highlights some examples addressing issues of ecological restoration and sustainable development. Then, it elaborates on how economists can improve the quality and significance of their future work, especially how they should contextualize their studies and identify the counterfactuals more adequately. The seminar concludes that with proper framing and approach, economists have provided and will continue to provide robust evidence, which is crucial to enabling decision-makers to take actions more effectively in mitigating climate change, protecting and restoring ecosystems, and achieving sustainable development.
